Added features to mass and singularly generate BCL labels for internet services. PC-339

BMUs

Resolved an issue where delinquent customers were being left active in Mikrotik. #DEV-314
Added fields to return the equipment BMU ID for the Preseem list customers API call.
Resolved issues with syncing the Powercode BMU DHCP and rate limiting information.

Billing

Resolved an issue with ACH batches when a bank account was deleted. #DEV-127

Customer Portal

Added a message to notify customers if there is a percentage based credit card fee applied.
